I have to agree with @Loki The lady seems to have a communications background, and was appointed by the white house to the position in a communications position. What I dont know is if this position is normally appointed or how is it staffed during normal.

For the record I was accepted and attended the university of Pennsylvania in 1976. Got in fair and square. SAT and grades and interview. But I never made it to the Whitehouse except for the tour. damn.
