Everyone I know in my area, steers clear of downtown Portland, as it has gotten increasingly worse over the past several years. It's almost guaranteed you will be hassled by the street people, and it's not safe. I was in Portland, for the first time, in 2015, when I stayed in the Pearl District. I loved the city. It was clean, walkable, and I never felt unsafe. I was there last in 2018 and it was amazing how different it was, and I just walked from Union Station to the car-rental place on Pine, about half a mile. It was a bit creepy.
