Interesting case. Never, as Mik says, a clear answer. There are always the shade of grey there. I believe in Taiwan you can only take land for government use, not private.

Good if it works. There will be two main news stories about this: The mom like in the story you show who uses it in a good way and gets out of debt, kids go to become successful people.
