Lots of analysis here, but is it as simple as... parents/culture not expecting teens to work? For me, getting a job at 16 (well for me it was 15, lifeguarding) was very much expected for me and my friends. Wasn't even a question, really...other than asking where the first job would be. BTW I'm on the bubble of X and Millennial.
