    It is very very common. I (in a small way) had to help prepare for a visit of a high official. In addition to talking point notes on various topics (for example, if economy was talked about, look at points 1,2,3, etc. If new oil refinery decision, look at points 4,5,6, etc.) we had to plot out the visit at 15 minute intervals. You will be meeting with Minster So and So. 1000 - Enter hall. Courtesy is to enter from the left, shake hands, get picture, sit on his right. Discuss XX, make sure to mention YY 1010 - Signal from aide, begin to "wrap up" 1015 - Stand up, shake hands, aide will escort you through door on right to car 1020 - 1035 transport to Hall of Energy. etc etc I would think that for the US president, it is even more designed.

    I can understand why they use the U-3. I think it would be somewhat hard to accurately measure underemployment. "I think I should be CEO of Fortune 100 company, but I am stuck making hamburger at McDonald!" But I agree that the U-6 would be more accurate. It probably is 2-3% higher than U-3 on normal.

    No for my foundation. We have approved care centers around the country (Mayo Clinic is one) and we maintain a list of them on our website. I want to expand it, and the metric I want to use to expand the network is the % of the country that lives within (say) 100 miles of a center. A tool like this will help me measure progress and select recruiting targets.

    OK, I caved... I thought, what could possibly go wrong, amirite? So, I put the wings into my instant pot (I know, they were supposedly cooked, but why not) on a trivet. I put in about a cup of water and pressure cooked it for 30 minutes. When it was done, I chopped up an onion, some carrots, and a stalk of celery. About 2 cloves of crushed garlic and I added some red wine to a saute' pan. I added the liquid from the instant pot, and added the wings. I simmered it for about 4 hours, letting it get good and savory. Afterward, I made a roux and after straining and de-greasing the mixture, I slowly added it to the sauce' pot. It definitely needed some additional seasoning so I added salt and pepper. The result? Passable, and definitely very, very, smoky. By far not the best gravy I've ever made, but it'll sit in the freezer for the next time I make a turkey breast. I also got some uncooked wings for the next time I need gravy.
