Why in the world would you implement such a program without any mechanism to evaluate its success or failure? In my industry we always establish metrics for success and a way to track them for any major effort.

If you say so, but I thought you didn’t believe what politicians say. As I said, I know that commitments followed by actual allocations and deliveries are different and all too often distanced from one another.
