I got this from some Taiwanese news show: the report so far is that it irks Xi that Biden is still not taking Xi’s phone call even though Xi publicly congratulated Biden early on for his electoral victory not long after the election (certainly a lot earlier that Putin). Xi got a pretty quick call with Trump soon after Trump was elected in 2016, but Biden completely ignoring or avoiding Xi so far is causing significant angst and has led to the CCP putting out tougher “anti-American” rhetoric recently.
