These people shouldn't be trust with social policy, but by definition, they always are.

It's not really emotional thinking, it's CYA thinking. I work in public safety, I know how it operates. There's always a fear that for every tip, there's an associated iceberg. The area tends to attract people who suffer from an abundance of caution.

I certainly agree it's CYA at its executive level. But it's all supported ultimately by the culture.

This is a very litigious culture, which also explains quite a bit about how people think

The media stories aren't interested in how litigious we are.
