Given the speed of internal government work, if the experiment has already taken place, chances are good that the funds were appropriated under the Trump administration. "Trump kills puppies!"

As a medical student, I was introduced to surgery by operating on dogs - strays from the kennel that were euthanized after we practiced.

We’d be screwed without mouse models and NHP models. I haven’t heard of pharmaceutical tests on dogs though.

In the 60’s they tested cigarettes on beagles. I somehow doubt the use stopped after that.
