That means that there are more tests being done. For example, anybody admitted to the hospital gets a COVID test. A lot of patients who present with with any of the COVID symptoms, will be tested. Even many of the doc-in-a-box shops now test.

I think you are right and the reporting of cases has always been suspect to me, but rapid changes in patterns should be viewed as legit.
Hospitalizations is a good metric and deaths should be going down with high vaccination rates. Deaths and hospitalizations in states with low vaccination rates seem like a reliable stat too.
