In Taiwan (and many other Asian countries), there is a bigger celebration when the baby turns one year old rather than when it is born. It was only at the last minute that someone figured out that this requirement would shutdown the entire aviation industry worldwide, or at least cripple it for a long time. An environmentally friendly fuel requirement would have meant no general aviation, at least until every plane in the fleet was "fixed". This would mean no new pilots. No new pilots would mean no aviation. The FAA is still researching ways to make this magic fuel.
