    Bannon doesn't like H1Bs in general, even if he might admit that they bring in better workers. He wants the relatively lower level American workers to get those jobs.

Blackburn of Tennessee tried to get them released, but she blames that Durbin of Illinois is stonewalling. Of course that was the previous administration and the previous congress. Searching around, Durbin's actions seem to be procedural. Let's see what happens.
