Sounds like shoestring production meets incompetent armorer.
Baldwin is not criminally liable. As producer, he's going to incur shared liability in the civil suit.

Supposedly, the armorer, while young is the daughter of a legendary armorer - and she's done other films as an armorer. This film, she was the lead armorer, a new role. Still, regardless of whether a novice or a legend, the procedures should be set so that mistakes don't happen. When they give chemo at most hospitals, there are two people who review the drugs and dosage before the drugs are given. I would think two people should review the weapon BEFORE it is handed to an actor - EVEN if it was checked before. Your point that there was NO REASON for live ammo on a set - should nearly be a law. Alternatively, if someone wanted a gun with live ammo on a set, it should have a trigger lock on it and red tape on the handle.

Okay, the more I think about it, the fishier things get. 1 discharge could totally be an accident. 4? That sounds like somebody is intentionally loading live rounds after the weapons have been supposedly checked…

The story that live ammo had been accidentally discharged on set "several times", to the point that crew members were walking over it, beggars belief. If it's true, then something is insane.

And they kept filming? With real guns? At this point, Baldwin does become culpable as the producer for not pausing production after the second incident…

Nowhere in the story was there any claim about live fire incidents causing a walkout. But there was mention of union workers having walked over money and housing issues, then being replaced by non-union workers. Hmm, I wonder who made up the story about lots of live fire incidents before the accidental shooting?

The NYP article sounds a lot closer to the truth. Most likely a single shot, with a pass-through hitting the second person.
Just as a SWAG, chances are the revolver is a SAA Colt, most likely a .45LC., although it could be a 38-40 or 44-40.
There are multiple reports the gun was used for plinking and target practice, while not filming. That's a red -rocket no-no. Civil liability is a given and the only question is whether the armorer will face criminal charges.

If someone handed me a gun and told me it was "cold", meaning there was no "live" ammo in it, I personally would check it myself to verify that.
And if I was not capable of doing that, I would have no business handling a firearm. Period.
Just sayin'...
