It’s possible that all non-coercive plans suck, at least for this particular culture.

I'm anticipating masks as an ordinary thing. And the people not wearing them will not totally destroy the effectiveness of a majority who do.

It is a really low bar. It would be satisfied by something like ‘hey look, the UK fucked this up too!’ (Or whichever country).
