In your case, it will be a city carrier, rural carriers cannot apply. And if you lived on the rural route, the reverse is true. The Postmaster will entertain bids during a certain time frame, then will review all bids and award the route. Seniority is usually the deciding factor. Any promotions due to the router are only given after the route is awarded.

The reason 90% of those cases are plead, is because the vast, vast majority of those people charged are guilty. But... That's why I've advocated a robust public defender's office. Everybody is entitled to their day in court and to a jury trial.
