A couple of years ago, the man was caught stealing a bicycle, and the victims caught him and tattooed his forehead with "Im a thief and loser" Come up to the present day, and parts of the tattoo are still there, but he didn't learn. Got caught AGAIN stealing! LOL But, i guess no new tattoo from the victims!!
