Not knowing either person, but from each persons background and what appears to be their moral character, I would be on the side of believing Gen. Kelly in this matter vs. President Trump.

I don't see the dominance at state literary rallies. I don't see the dominance in athletics. It may be lack of maturity. It may be that teachers are not as good as they used to be or maybe they're too restricted in subject matter and everything is geared towards standardized testing. It may just be that times have changed. I don't know...

Medical tourism is a big thing. Bangkok has been very very active in promoting this - both for non-emergency medical things (hip replacement, etc) but also for dental work. Singapore is the same way.
