I have no idea who called whom. What is clear is that the administration learned of it from the news media according to Azar, and that happened after the Biden team was informed.
A senior White House aide told RealClearPolitics that the administration only learned of the vaccine from news reports. Biden, meanwhile, was notified the night before. He offered congratulations and heralded the breakthrough as a “cause for hope.” But he told the country to keep covering their faces.
I wonder if they have proof that Biden was notified before.
If so, that's truly, truly shitty.

"While Pfizer did reach an advanced purchase agreement with the U.S. government, the company did not accept (Biomedical Advanced Research and Development Authority) funding for the research and development process. All the investment for R&D was made by Pfizer at risk. Dr. Jansen was emphasizing that last point."
So yeah, “participating” in that the purchase of the doses, assuming it occurs, will come from that money.
But Pfizer is correct that they received no money. They got a PO. With conditions that haven’t been met yet.

The U.S. government will pay the companies $1.95 billion upon the receipt of the first 100 million doses, following FDA authorization or approval. The U.S. government also can acquire up to an additional 500 million doses.

Don’t know if or when Pfizer called the Biden campaign to inform them of its vaccine news. Even if Pfizer did, it’s their own information to share with whomever and whenever it sees fit. So, yeah, even if Pfizer did call the Biden campaign first, it is perfectly alright. Heck, it is still perfectly alright even if Pfizer also called Kanye first.

Now, answer me this: What was the motivation for Pfizer putting the President of the United States not on the list of whom to notify? Azar said he "read it in the papers."
This was not an accident. This was a deliberate choice.
