What is federal land and property? Sorry, not sure what you were referring to.
DC is a Federal district, answering to the Federal Government. They are not a state, or a commonwealth. Technically, it’s not even a city, it’s a Federal District. Things that Trump are not allowed to do regarding other states/cities as a matter of Constitutional Authority do not completely apply, here.

Less than 25% of DC land is federal property FYI. Yes it's a federal district, created congressionally, and all that... but it's not like the plaza in front of the Capitol is the same thing as folks living in their homes on 3rd street.
With DC crimes at almost historic lows compared to the last 50 years, and on a decline over the last year or two as well, even this type of response is pure marketing/distraction from Trump.
