                For 1 you stated only a purpose but not the mechanism to achieve the purpose.
                For 2 you stated only a justification but provided no explanation for how that differentiated application of serial numbers to mail-in and other ballots supports that justification.

                        the problem I would have with that is that it would eliminate privacy. If I understand your proposal, each ballot would be tied to(or at least identified) to a person. Then it would be able to see how everyone voted.

                        So, for that reason, I am not sure it is a good idea.

                            You realize that mail in ballots are supposed to be signed, right? Or have other less reliable methods of identity verification?

                              Makes sense to me. I've mentioned in the past how I think eventually (who knows how long) voting will be via a secure auditable method over the internet. No idea how, but... #blockchain

                                      Yeah for example in the 2020 election, Republicans committed more fraud than Democrats and even though we still lost, it's a reminder that it is possible, although not as widespread overall as you might think.

                                        Print ballots on the same paper money is printed on, with the threads and such. And gave each state include a nonreplicable hologram like the drivers license and larger denomination bills. And back it up with a detachable serial number card.
