For 1 you stated only a purpose but not the mechanism to achieve the purpose.
For 2 you stated only a justification but provided no explanation for how that differentiated application of serial numbers to mail-in and other ballots supports that justification.It appears you know not what you speak.

the problem I would have with that is that it would eliminate privacy. If I understand your proposal, each ballot would be tied to(or at least identified) to a person. Then it would be able to see how everyone voted.
So, for that reason, I am not sure it is a good idea.

You realize that mail in ballots are supposed to be signed, right? Or have other less reliable methods of identity verification?

Print ballots on the same paper money is printed on, with the threads and such. And gave each state include a nonreplicable hologram like the drivers license and larger denomination bills. And back it up with a detachable serial number card.

Or do away with/severely restrict mail in ballots.

I'm pretty sure British ballot papers have serial numbers, but they're not allowed to be linked to an individual without a court order.
It seems to me that both sides of these discussions over-do the hysteria. On one side you've got people saying it would lead to intimidation, which it almost certainly wouldn't, on the other side you've got people claiming there's a ton of election fraud, which there almost certainly isn't.
Yeah, yeah, I know, I've never worked in some bloody awful little voting station somewhere and you wouldn't believe your eyes, and let's not forget those two black guys with billy-clubs that time got Obama elected.
I also don't really see the problem with serial numbers or voter ID TBH, but there's also this narrative about voter suppression which clearly existed years ago.....
