Personally, I think that's too lenient. The primary purpose of screening questions and actual testing is to provide the safest product possible. after all, blood is a drug and has to meet FDA standards. Screening tests can and do give an occasional false negative.
It's a stone cold bitch to walk into a patient's room and tell the parent of a 16 year-old MVA patient that the blood she received may have been erroneously tested and now measures have to be taken to try to prevent disease, such as hepatitis or HIV.
Or, reaching into the dim mists of time, does anybody remember the massive HCV look-back program?

Ok, what are your chances of getting COVID-19 from a healthcare provider in PPE and getting a life-altering disease from tainted blood? Your chances of surviving C-19 are pretty good. HIV may have more of an impact on your life style and your life span.
