Sam is a homeless man that lives at the entrance to a local library. The mayor wants to get Sam away from the entrance to the library and has personally offered him assistance for housing or shelter. But Sam has always refused. He likes his situation. After months of negotiating, the mayor has a small victory. Makes sense. I think this has been US (and most country's) policy for a long time. The head of the country is immune. Having this type of policy protects the US president also.
