My wife 's uncle did two combat tours in Vietnam, taking care of unexploded munitions and bomb disposal. Nary a scratch. Blew himself over a slit trench in Sandy Eggo doing a breaching demo for a bunch of boots. Bad fuse.

There are plenty of camps set up across California with state and local governments trying to provide services. It ain’t working. So the only changes would involve policing and enforcement. This gets into civil rights issues. It’s a nonstarter.
