I dont think that it is any surprise that the world will look for alternatives. This is a big long term problem for the US.

I suppose, for example if they make it a misdemeanor. Visa overstay is like a traffic ticket, not criminalized. But if you’re a visa overstay and don’t register, it’s probably easier to send them to a foreign prison if they’re the wrong color home.
