@Horace Havent followed the case very much, but maybe she was going against state or county policy and kind of "doing her own thing". So, the state cannot be blamed?

I am not sure I understand what he is investigating. I agree with @jolly . We discuss here frequently about how police have to react in an instant to things that are happening. When the videos are discected in super slo motion, it is very easy to find fault. But, unless you are there in teh front line as it was happening, you never really can say you know what you would have done.
