That is definitely a big problem. There is a pretty high % (maybe 30% or more) who do not and will not be helped. Not sure what you do with these people.

Hmm. I think that is too too high. There are a lot of people who certainly dont like what they have become because of drugs, but are unable to change just by themselves and need some outside help. I cant imagine that most of the guys or lady's living underneath some highway bridge, going through garbage dumpsters for food, are happy with the way their life is.

Not liking it, able to change and willing to change are three very different things.

@Mik @Aqua-Letifer Agree. Maybe I mis-interpreted @Horace comment. I got the impression from his statement that 100% of the people could not be helped. I think there is a majority who want help. A (large?) portion of those will probably relapse and may need a second helping.
