I'm sure there is more to the story. You don't get arrested for not having a vax card, but you could be removed if you aren't following the policies of a particular venue.

From what I can tell she was the daughter of a mom who, along with a half-dozen other anti-vaxxers, refused to follow the museum's entry and health policies and were arrested and/or removed by police. Sadly, "arresting a 9 year old" is probably the headline the mom wanted to get printed.
