One thing I’ve learned about charts dealing with % of population vaccinated is that it doesn’t account for population age.
So here is the median age of some of the top countries vaccinated.
When you have a lot of kids under 12, you are going to have a lot unvaccinated. And when your population is elderly, you are going to have a lot vaccinated.

And I assume those countries with extremely low percentages are not anywhere near accurate because they don't have an accurate way to count infections.

Portugal now has over 85% of its population fully vaccinated. Their seniors are nearly 100% vaccinated. Leaving only children for whom the vaccines have not been approved.
