Kind of like the "envelope" method of budgeting.

And I think that the State of California is looking to do the same thing statewide.

The rot started with that unparliamentary referendum over EU membership and has continued unabated to this point. Labour has quite a Herculean task ahead of itself. Similar has occurred here under the Liberal non Government of the past nine years. As a former colleague would say when political parties ceased to be effective, “Out’cha go!” I don't think I can remember a government as unpopular as the current one.
