    TLDR Version? The parents admit that the kid did not have a long period of symptoms, which is essentially the basis of a diagnosis for Gender Dysphoria. The dad thought the kid was having a phase. The essential reason they were chemically castrating the kid was because he was concerned about growing a beard.

    They get a lot of help. Don't most federal agencies have their own police forces? Then each branch of the military has a police force. The Capitol police became well known 4 years ago. I know the Smithsonian has some form of police. Then there are county, city, sheriff and state police in neighboring MD and VA. And of course private police and corporate security forces. Let's not forget FBI and Secret Service.
