E.g., one can first say 'this design is colorful' and then seven minutes later say 'this design is practical'; to the extent that being 'colorful' and being 'practical' are not mutually exclusive, saying something is 'colorful' and then saying that it is 'practical' is usually not considered an "assessment change" in the usual manner of speaking.

Biden had some stumbles. Overall, not too bad for over 100 days of preparation...

He most assuredly faded toward the end. On topics where he had deeper knowledge he did better, but it was clear he was tired and got out of there as quickly as he could. At times he reverted to what few stump speeches he had.
Overall I would say he did okay, and his tone and underlying themes will play well.
