Can someone explain this to me?
I (almost) understand the DC mayor without a mask (lip reading?).
I get the cops in back wearing masks. What I don't get is the guy doing sign-language NOT wearing a mask.

Or maybe he's doing what my aunt does when talking to her daughter, and mouthing or saying important words for emphasis.

Participating in surgery without eye sight would admittedly be difficult, but I have read reports about blind people who are far superior to most people with regard to "feeling" breast cancer and similar stuff.

A heroic exhibition of willingness to support constituents on both sides of the question.
