The closeness of the vote counts demands a recount, at minimum.
There isn't anyone in the entire world that wouldn't demand a double and triple check of the close races.

The President and his campaign staff had falsely claimed throughout the day that their representatives were not allowed in the room. But their counsel admitted at the hearing, after questions from the court, that they had several representatives in the room.. In fact, they had at least 19 observers...

Trump lies more easily than anybody I can think of. I don't think he sees it as lying, he just says what he wants to be true, and he believes it is true. I suspect he's done it his whole life.
I heard his speech earlier today, and he almost convinced me that he believed it. Clearly, it's a total load of bollocks.

I forget which entity's calling of the winner makes it official.
