        Or, maybe he has.

        It's not a complete return to the Spoils System. Not even close.

        But it does allow a President some control over a segment of his employees who may be trying to fight his policies or initiatives.

              I too am opposed to public sector unions, which are more properly thought of as lobbying organizations.

              But I don’t want each new administration replacing 2.1MM jobs.
