The Justice Department tried to get a grand jury to indict Lemon, the grand jury refused. The Justice Department tried to get a magistrate judge to issue an arrest warrant for Lemon, the magistrate judge refused. The Justice Department arrested Lemon anyway. Desperate indeed.

Tourism, surely? Did he steal any of the religious stuff? Was he seen sitting in Christ's chair? Did he dress up like a fucking buffalo? Probably not.
