Maybe he meant 2pm Gavin Newsom time.

Or maybe he was going to announce that there was still no list, and he still wasn't on it.

Or maybe he had a medical event that delayed him.

Or maybe he was going to announce that there was no truth to the medical rumours, but he was taken ill on the way from the medical facility.
