If you watch the first part, you realize how folks might say "wHy DiD tHe CoPs ShOoT hIm!??!!"
But then the 2nd+ angles make it ridiculously clear.

The guy was from Afghanistan. There seems to be some discrepancy on when/how he came to the US and whether he had been a translator for the military.
