Yeah we call those messaging bills.
I don't even think it would do what he thinks even if passed, in that it wouldn't undo all existing legislation mandating the functions the DoE now performs. Following the laws in aggregate would then just mean moving other mandated functions elsewhere, as was the case from the mid 1800s until 1970 (remember the Department of Health, Education, and Welfare anyone? Which became HHS once they shifted Ed out of it?)

Lots of proposed bills like that lately. Abolishing income tax, allowing for a 3rd term, banning abortion, banning trans athletes, I can’t track them all but presume most are just messaging bills. There was another one I saw I couldn’t believe but forget it now.
