Most of this is end of the year acquisitions.A department or agency realizes that they are $75 Million under budget, and they need to spend it or get their budget slashed next year.
My guess is that they are mostly one off expenditures. An agency needs it once, then has the crap sitting around for years… It can be a useful cut, but it needs to be understood before it’s cut. You still need to address the ludicrousness of punishing agencies that came in under budget.

I don't really have a problem with Tracker or other promotional items if they are used as part of a mission to communicate with kids (as Tracker is), and often promotional items are giveaways for kids of employees during family day events.
Keep in mind the national debt goes up $9 billion per DAY. Maybe start there.

Shut it down.
Why should the government advertise and give away trinkets?
I can see a few isolated ases where mascot type things or things that appeal to kids are cost effective in getting messages across. Smoky the bear might be such a thing. But yeah, does, say, the department of energy need to give away water bottles at conferences like private companies do? No.

Agree. This really punishes or discourages long term thinking.

Totally. @LuFins-Dad had a good idea a while back about rewarding agencies that come in under budget.
