Each vessel courses superiorly along each side of the neck, merging within the skull to form the single, midline basilar artery. As the supplying component of the vertebrobasilar vascular system, the vertebral arteries supply blood to the upper spinal cord, brainstem, cerebellum, and posterior part of brain.
The brainstem is what controls breathing, heart and a bunch of other basic functions.

I experienced a similar maneuver at an Indian barber shop. I was completely caught off guard and was surprised to have my head/neck twisted by a barber. But it worked out very well for me; it relieved all the tension that I have been feeling after a very long flight, and I felt very relaxed afterwards. That said, I never got comfortable with the idea of having my head/neck twisted by someone else, so as good as that experience was, I have not tried to seek it since.

Same. I just have this vision of some nice on the outside looking person just breaking my neck.
