Trump values loyalty. Trump also talked with Rogan about mistakes he made, selecting too many people in his first administration he didn't really know or selecting people that did not understand how the levers of power are used in Washington.

I don’t think as Chief of Staff she needs to
know anything about Russia other than where it is on a world map. Managing the President’s work day schedule and the WH staff though she ought to know everything possible to keep things running as smoothly as can be under all conditions and circumstances.Elbows up!

I listened to an interview with Vivek. He said that the experience of running for president was amazing - simply because, being a political noob, he had no idea of how Washington works, and where the pitfalls are. He then said that this also applied to Trump in 2016. He predicts it'll be different this time around.
