“Cry havoc and let slip the DOGE of war!”

Those who cheered as J-6 American prisoners were locked in solitary for 18 months without trial, now suddenly fight tooth and nail for foreign terrorists’ "due process". — Buck Sexton

I assume the fraudulent registrations are step one in a process meant to create fraudulent votes.

One could not be faulted for that assumption.

All I've ever known about election fraud is that as much that could happen, under the control of anybody who considers the results of existential importance, did happen. I know that, because existential priorities override all other priorities, including legal or ethical priorities. That's how all of those words work. I have only ever hoped and trusted that whatever amount of cheating there is, is not enough to change results.

Most likely just one or a few paid canvassers fabricating registration requests trying to make more money rather than part of some grand scheme to stuff fraudulent ballots later.
