Not really knowing too much other than basic history of Bob Woodward, I am inclined to think that what he wrote in the book is probably true.

What he wrote in the book is hearsay in many cases, so the likeliest culprits of dishonesty or exaggeration are the ones who tell him the stories. I agree with you that he is probably not making stuff up himself. At this stage of his career, he is a political gossip columnist.
