The distance between her claim that the buck stops with her, and her inability to answer any questions or take any responsibility for any specific decisions, is just monumental and pathetic.
And it will not be a "tweak or two" to fix this. This is a culture of laziness and apathy. A pathetic bureaucracy was directing boots on the ground secret service duties.
From my understanding, it isn't unusual to "rely" upon local police for perimeter work, BUT it would seem highly appropriate to dedicate at least one Secret Service staff member to be a liaison AND be present to coordinate with the local police.
