Yeah, honestly it seems to be as simple as this.
The secret service picked their secure zone, told local law enforcement to patrol outside the zone. The secret service made sure folks were screened, didn't have weapons, had bomb sniffing dogs, had the car ready to go, and even counter snipers (who eventually saw Crooks but likely didn't have the green light to take the first shot).
The secret service has to lock down a Trump event like once a day, sometimes twice a day, in a different location each time... eventually it becomes a bit routine and they rely on local law enforcement to protect "outside the zone". And to that end, law enforcement were there but weren't on their toes looking for someone to do something as brazen as climbing onto a roof with a gun with counter snipers all around.
Just my take, anyway.
