There are a number of US school districts that have been suing the social media companies for just this reason.
The complaint — which alleges that the school district and its students have been harmed by social media’s negative effects on youth mental health — could lead to sweeping changes in the industry, one expert said. Or, as others expect, it could fizzle out with little chance of winning in court.

No, technology got us into this, perhaps technology can help us get out of this mess.
- For minors, limit texts and data, especially data from all but a few parent approved sites. Or limit texts and data to parent approved time windows.
- Teenager phones should be inoperable for texts or calls (except emergency calls) anytime their car is moving over five miles per hour.
- Phones will be severely limited via electronic means while on school grounds, except for emergency calls.

I agree, but not sure if the required steps would be acceptable to people in the US and if the companies would agree.
In China, they were have a big problem with kids doing on-line gaming. So, anytime someone downloads a game or app, they have to upload a government issue ID to prove their age. And then the government has a timer (either per day or per week) that monitors usage and will stop access after X period.
