I'm not sure what the rules are, since some of those videos the SUVs have their "police" lights flashing, but you'll note they also don't use turn signals most of the time, they straddle the dashed lines, etc. More pragmatically, if the mayor's office would pay the fines, then it's just a loop of the government paying itself, for a net loss/gain. Now if the mayor had to pay it personally...

Presumably he's not driving himself. So it's a deliberate policy rather than him just being a shit driver.
There'd be hell to pay if he ran somebody over. Presumably he'd sue them for ruining his career.
