Some people are under the impression that the institutional cultures in those agencies were largely against him. How about you, do you think they were all supportive of their CEO? That the culture is one of service to their boss, whomever that boss may be? That would be an interesting perspective.

I don't think so in US companies or agencies. If you have a long time employee (20 year plus) and a new CEO comes in, I think the time to change the mind of that person.
And in a goverment agency when there is a new "CEO" every four years or so, it will be even more difficult.
The employee will say, "This head of the agency will be gone in XX years. I will still be here. Etc "

In the military and law enforcement, part of your job is respect for those up the food chain.

I have experience (direct and indirect) with a number of government agencies. I can tell you at FBI and others there is most certainly a paramount culture of service towards the country as well as respective the executive (President) regardless of party. This includes during Trump’s term. That being said, Trump’s antics towards the latter part of his term was usually met with eye rolls in the hallway or over lunch, but nonetheless employees carrying out their duties as normal.
Indeed the idea that agencies have been “weaponized” is mainly a catchy characterization to rally those on the right or just to get clicks. Nothing nefarious of the sort is happening. Looking back in 10 or 20 years and the only stories you’ll remember are Covid and the Trump refusal to accept his election loss.
