I wonder what impediments, if any, prevent a municipality from instituting wealth taxes or transaction taxes. I’d imagine the taxing authority of cities, counties, and towns is defined by state statute, but I could be wrong.

I know there are such things in Ohio. For instance, I live in a township, which is not allowed by law to impose an income tax. I'd bet you are correct.

The funny thing about people with money is they CAN move. It would seem Chicago is determined to repeat the mistakes of Detroit, which was also once a great city.

Nope, just a general observation about taxation and people.
Don't just think only about "cost", think also about "revenue." Doesn't matter if a place assesses zero tax, no one wants to be there if there is no money to be made despite their having zero tax rate.
